As of 23 December 2025, the sole owner of Cityparks Latvija has become the Estonian parking operator AS Ühisteenused, which has acquired 100% of the company’s share capital. The financial terms of the transaction are not being disclosed.
AS Ühisteenused is the market leader in Estonia, managing and supervising more than 1,000 paid parking facilities in eight cities, including both open car parks and multi-storey parking complexes.
“The experience and scale of Ühisteenused will allow us to introduce in Latvia solutions that have already significantly improved customer experience in Estonia. Our goal is not just to administer parking spaces, but to be the benchmark for quality standards in the sector,” says Cityparks Latvija Management Board member Gundars Smans.
“Cityparks is the market leader by number of parking facilities, operating in 12 Latvian cities and serving tens of thousands of customers every day. We are pleased to expand our operations in the parking sector in the Baltics together with Cityparks,” says AS Ühisteenused CEO Hendo Priimägi.
Following the transaction, Cityparks Latvija plans to introduce the Parkner app, which enables contactless payments, making the digital solution used in Estonia available to drivers in Latvia as well.
AS Ühisteenused is owned by a group of Estonian investors whose portfolio includes companies operating in the fields of infrastructure, services and technology throughout the Baltics. The group’s strategy provides for long-term investments in energy, digital services and urban infrastructure, and the acquisition of Cityparks Latvija is one of the steps in implementing this strategy.
