In the State Chancellery’s procurement “Development of Digital Public Service Design. Stage 2.” the lowest bid was submitted yesterday by the company “Corporate Consulting” owned by the detained entrepreneur Ceruss, according to the bid opening protocol of 23 March.
In total, nine companies submitted bids in the tender, including PricewaterhouseCoopers, Emergn, Civitta Latvija, CUBE Aģentūra, Raccoonery, SDSI studio and TRY Riga. The bid prices range from 27,888 euros to 33,000 euros. The lowest bid was submitted by Corporate Consulting, and the highest by CUBE Aģentūra.
Inc. approached the State Chancellery with the question of whether, when evaluating the received bids, it also plans to assess risks, including reputational ones, but no reply has been received so far.
The owner of Corporate Consulting is in custody in connection with a criminal case regarding IT procurements worth 1.5 million euros. Also in custody are procurement specialist Ainars Biders and former director of the State Digital Development Agency (VDAA) Jorens Liopa, the LTV program De Facto reported on Sunday.
