A new exchange in the electricity market promises greater competition

The Baltic electricity transmission system operators (TSOs), together with partners, have implemented a solution that allows several power exchanges to operate in the market, informs JSC Augstsprieguma tīkls (AST). Competition between power exchanges will bring benefits to market participants by providing a wider range of choices and better services.

On 25 November, a new operator – EPEX SPOT – will start operating in the intraday market in Estonia, Latvia, and Lithuania. Until now, the only nominated electricity market operator in the Baltic electricity market was Nord Pool.

The entry of a second exchange will not affect the general market coupling principles of European countries – the determination of cross-border transmission capacity and congestion management processes in the Baltic states will remain unchanged. The principles for determining electricity market prices will also remain the same, with trading bids submitted to both power exchanges being collected and used centrally.

In 2026, the Baltic TSOs and market operators will complete the implementation of the solution so that multiple exchanges can also operate in the day-ahead and intraday auctions.

The project involves the transmission system operators of the Baltic and neighbouring countries – AST (Latvia), Elering (Estonia), Litgrid (Lithuania), Fingrid (Finland), PSE (Poland), and Svenska kraftnät (Sweden), as well as the power exchanges Nord Pool and EPEX SPOT.

The solution for the parallel operation of competing power exchanges is being implemented in accordance with the EU capacity calculation and congestion management guidelines, which aim to promote competition between power exchanges in the central European markets, moving towards a fully integrated and competitive European electricity market. Such solutions have already been implemented in several Central and Western European countries, as well as in the Nordic countries.
