New construction cartel uncovered: Illegal agreement links five companies

The Competition Council has adopted a decision establishing a cartel among five construction companies. In total, the companies will have to pay a fine of more than half a million euros.

The Competition Council promises to reveal the names of the companies tomorrow – on 11 September – but for now it discloses that the illegal agreement affected more than 30 procurements throughout the territory of Latvia.

The first construction cartel was identified by the Competition Council in 2021. At that time, ten construction firms had entered into an illegal agreement, and at least 70 procurements with a total value of 687 million were thus affected. The Competition Council imposed a fine of 16.54 million euros on these construction companies.

Proportionally, the largest amount had to be paid by Re & Re and Skonto būve. RBSSKALS Būvvadība avoided the fine because it had filed for insolvency.
