To ensure timely and coordinated economic and legal advisory support for farmers in difficulty, close cooperation and effective information exchange between the institutions involved is needed. Therefore, in order to provide crisis assistance to farmers in difficulty, the Minister of Agriculture Armands Krauze has instructed the Latvian Rural Advisory and Training Centre (LLKC) to establish communication channels (telephone, e-mail, online form, in person) by 24 October.
The last few years have been very difficult for farmers – global market fluctuations caused by Russia’s war in Ukraine, the recent energy price crisis, and adverse climatic conditions over the last three years, especially the devastating rains in the summer of 2025 – all this has created economically challenging financial conditions for part of rural businesses.

LLKC has been tasked, by 24 October, with establishing a support team to provide continuous economic and legal advisory support to farmers, involving Ministry of Agriculture institutions and other bodies as necessary. Working hours are every working day from 8:00 to 20:00, with the option to register calls outside the aforementioned hours.
The main tasks of LLKC will be to provide methodological assistance to farmers in resolving economic, legal and other types of issues, as well as to provide advice on opportunities to receive state and EU support. LLKC must also provide information on risk management measures, ensuring continuity of production and reducing risks.
Where necessary, LLKC will involve experts from the Rural Support Service, the Food and Veterinary Service, the State Plant Protection Service, the State Forest Service, the State Technical Supervision Agency, and the joint stock company “Development Finance Institution Altum” to resolve situations.
The helpline, e-mail and other services for farmers will operate on a “one-stop principle” – if LLKC specialists cannot immediately provide assistance or a consultation, the farmer will not need to call other institutions and repeat their message – LLKC specialists themselves will promptly contact the responsible institution, prepare a response and pass it on to the person requesting assistance.
LLKC must compile information on every farmer who has sought assistance, indicating the identified problem and the support provided, and must inform the Ministry of Agriculture about this once a week.
