In the VDAA competition for the development of an election platform, Emergn and RIX Technologies have been invited to participate

In the State Digital Development Agency’s (VDAA) tender for the development or adaptation of an election platform for Saeima elections, companies AS Emergn and AS RIX Technologies have applied to participate in a closed competition, according to information in the Electronic Procurement System (EIS). In a closed competition, anyone interested may apply, but the contracting authority itself chooses which companies to invite to submit bids.

Information on the VDAA website indicates that, according to the agency’s estimates, this work could cost 1.2 million euros.

The company RIX Technologies was one of four companies that participated in developing the platforms for the 2025 municipal elections, while Emergn is more widely known for its unclear founder structure and for servicing the State Revenue Service (VID) information systems, and had previously come to the attention of the Constitution Protection Bureau (SAB). 

A screenshot from the 2025 municipal election system obtained by Inc. shows that the elections used a system developed by the company SOAAR for the 2021 municipal elections, rather than a newly developed one. As Inc. has already written, in connection with this the prosecutor’s office has charged SOAAR’s head Renārs Kadžulis, telling the court that this system was not developed and does not exist. As a result, the head of SOAAR is currently on trial for a system that was allegedly not developed, but with which all the most recent elections have been organized – in 2025, 2024, 2022, 2021 – and with which the company RIX Tehnologies has earned substantial amounts, many times higher than the costs of developing this system.
